Ask any major corporation and they will tell you, AI outperforms humans in analytics, especially when Big Data and Machine Learning are combined, as they can capture vast amounts of information from large population sample pools and make predictions.

A team of human researchers alone can't document and analyze hundreds of thousands of human subjects continuously fast enough.

Also keep in mind that for the targeting operation to work, everything within the target subjects environment needs to be analyzed and predicted too.

A research model where humans do most of the legwork required for the targeting operation to run 24/7, is simply not scalable for analyzing and predicting such a large number of targeted individuals, including their immediate environments, logically speaking.
